Here's a schizo theory. Jannies don't want these types of threads up, but given that /co/ might as well be dead, they're reluctantly keeping them up to keep the illusion that /co/ is still active.
But why would they care to keep up an illusion, you might ask? It's a known fact Hiro doesn't really pay attention to anything going on in this site. If he knew 4chan wasn't that active, he would probably just give up on it. And that would mean rapeape and his butt buddies would have to use the 4chan plus founds to run the site. I don't think this is even exclusive to /co/. There are plenty of threads that get a lot of traction that break the sites rules, but aren't deleted.
Tl;Dr: Threads like these are only allowed because jannies want to keep hiro in the dark about how dead 4chan really is.
