First of all, there is no such thing as "input from outside the environment" The universe is the environment, there are no outside inputs.
Well, you could meaningfully categorize environments based on degrees of causal separation, such as the your society vs input from a far overseas country, which may have thousands of years of causal separation and independent cultural developments. And being subjected to such input or being scrambled by a drug may make you relatively more free from the system of precisely angled mirrors of the immediate environment, but you still don't have control over where you end up.
Also, you don't actually control what destabilizing inputs you get. You are just a bouncy ball bouncing inside an environment. The setting up of the environment determines where you bounce, including whether you bounce out of bounds. A more loosely contained environment has leaks, but something like North Korea prevents that input from reaching the people.
For example, the degradation of reddit combined with my childhood values of honesty and truth, pushed me to go to 4chan for which there weren't any obstacles. For some, the obstacle could be propaganda.

I remember some 19 year old kid got a job with the police, and was on TV has being the youngest person for that role. Then it came out she made edgy posts when she was 13 on twitter, forgot about them, and were later used against her, she had to resign. Thats what social media is, a record to be used against us, i dont like any of it.
