Depends. I think image gen is more permissive, and if the animation results in something banned, like a nude woman from behind turning round to show full frontal (even if you didn't prompt it) that will trigger moderation.
It seems to get stricter with old edits for some reason too.
Like, I edited my rave girl lying down then animated her getting fucked, not moderated. Next day, no edits allowed, even tame stuff. Went back to the base and tweaked her outfit again and I could lewd it.
