Since I constantly see how there's no direct order given for the Holocaust (even though the Nazis destroyed millions of documents before the end of the war), would it be better to think that it was Himmler working semi-autonomously to enact the Holocaust, with Hitler having a varying amount of knowledge and giving tacit approval?
