Yeah /a/ didn't have much off-topic (thank god) but anime reaction images were posted on /v/ all the time. All the boards really, because the core fanbase started from somethingawful's anime section. Weeb was shortened version of weeaboo that the rest of the internet adopted, which was just a wordfilter for wapanese, which referred to a specific brand of autistic anime fan. It was used half-insultingly, half tongue in cheek even among the "weebs". Nowadays weeb just means western anime fan, not the real meaning of "I wish I was japanese" that the diehards had back in the day.
